About this tool

A transit guarantee is a financial security that covers the duty and VAT that could become payable if goods moving under transit are not delivered properly. A comprehensive guarantee covers many movements at once, so it has to be large enough for all the movements open at the same time.

This calculator works out the potential debt for one movement, then the reference amount for your business. It follows HMRC’s published method: it uses the highest rates of duty, VAT and excise that could apply, ignoring preferences. Hauliers, forwarders and traders applying for or resizing a guarantee use it.

It reads the UK Trade Tariff and HMRC’s monthly exchange rates. It does not cover departures from EU countries, and it does not tell you which reduction or waiver HMRC will authorise.

How this was worked out

What the tool does with your answers, in order.

  1. Add the goods in the movement: a commodity code and a value for each line.

  2. For each line the tool applies the third-country duty rate, ignoring preferences, suspensions and quotas.

  3. It adds excise as you enter it, and VAT at the highest rate for the code on the value plus duty plus excise.

  4. Duty, excise and VAT are summed into the potential debt for one movement.

  5. Enter how many movements are open at once and a peak allowance to get the suggested reference amount.

  6. Optionally enter your existing guarantee to see how many movements like this it covers.

Worked example: One movement worth £80,000, six open at once

  1. Customs Duty£80,000.00 × 12.00 % = £9,600.00
  2. Import VAT(£80,000.00 + £9,600.00) × 20 % = £17,920.00
  3. Potential debt per movement£27,520.00
  4. Reference amount£27,520.00 × 6 × 1.20 = £198,144.00
  5. At 50 %£99,072.00; at 30 %: £59,443.20
  6. Reductions and waivers need HMRC authorisation

Frequently Asked Questions

Your questions, answered.

Short answers about the Transit Guarantee Calculator.

How much guarantee do I need for a transit movement?

HMRC’s method uses the highest duty, VAT and excise that could arise on the goods, based on the rate for a country with no preferential agreement. The sum is the potential debt for the movement. A comprehensive guarantee must cover the movements you have open at the same time, plus headroom for busy periods.

What is a comprehensive guarantee?

It is a single guarantee covering several transit movements, instead of one guarantee per movement. HMRC requires one if you move goods under transit more than three times in 12 months or apply to be an authorised consignor. Each movement releases its share once it is discharged.

Why does the tool ignore preferential rates?

Because the guarantee must cover the worst case. Preferential rates may be used only where the goods cannot be diverted outside the countries concerned, and a planned route is not enough. The tool offers a restricted-route switch with a warning, but it is off by default.

What if I do not know the goods?

Where the potential debt cannot be determined, the sterling equivalent of €10,000 per movement may be assumed. The tool offers this only through “I do not know the goods” and says it is an exception, not a default. The euro rate used is the one HMRC fixes each year for transit.

Can I use a reduced guarantee or a waiver?

Only with HMRC authorisation. The tool shows indicative amounts at several reduction levels, but it never selects one for you, and you should not infer eligibility from the table. Apply to HMRC and follow its guidance on which levels are available to you.

Where does the data come from?

Duty and VAT rates come from the UK Trade Tariff, and foreign amounts are converted at HMRC’s monthly rate. The method follows HMRC’s guidance on the amount of guarantee needed for common and union transit. The transit euro rate is held as configuration and checked each January.

What does it not cover?

It does not cover movements departing from EU countries, because that needs EU tariff rates. Excise is taken from what you enter. Alcohol, tobacco and other higher-risk goods can attract minimum rates not yet modelled. This is guidance on size, not an HMRC decision. It refers to NCTS Phase 6.
