Customs Declaration Software for Construction Materials

Turn bulky, mixed loads into clear declaration data. Building materials arrive with multiple units of measure, varied specifications and substantial freight costs. Your team files its own declarations on CDUK, with every line visible and validated. For plasterboard, tiles, insulation or adhesives, one account handles the declaration, the safety filing and the crossing reference.

  • Multi-item goods lines
  • Multiple units of measure
  • AI document processing
  • Bulk editing in CDS
  • Upload delivery papers for a draftDrop in the invoice, packing list and delivery note. AI reads them into a draft your team reviews.
  • Review every goods lineEach line is drafted from your papers. Your team confirms classification, origin and valuation.
  • Set units across many lines at onceApply package kind and marks to every checked line in one step, with prices left alone.
  • Submit the import from your own accountMissing fields are listed by section. Your team fixes them and files the declaration in-house.

In a nutshell

A single delivery of building materials can carry boards, fixings, insulation and finishing products on the same trailer, each counted in a different unit. Customs filing needs every one of those lines described, weighed and valued separately, and the invoice, packing information and transport document do not always count the load the same way.

Customs Declarations UK (CDUK) is the platform for bringing customs filing in-house. Your team prepares GB declarations and submits them directly to HMRC’s Customs Declaration Service (CDS). It organises multi-item loads from documents, reconciles pieces, areas, volumes and weights, and checks each goods line with real-time validation.

Pay as you go, with no monthly fee and no minimum volume. You have full control of every declaration, with an audit trail and our UK team behind you.

Why materials loads are different

One trailer. Many kinds of quantity.

Construction materials rarely fit a single description or a single unit. These are the points where preparation slows down and where CDUK saves the most time.

  • “Building supplies” is not a description

Composition, form, dimensions and intended function can all matter to classification. UK Tariff lookup and commodity requirements mapping in CDUK guide your team to the right code, and saved product lines keep each description consistent for the next load.

  • Units that are not interchangeable

Pieces, square metres, cubic metres, pallets and kilograms describe the same load in different ways. CDUK keeps each unit on its own goods line, so your team reconciles them side by side and sees any mismatch between the order, invoice and packing list before submission.

  • Weight is more than a total

Net weight of the goods, gross weight with packaging and pallets, and the vehicle total are separate figures. Real-time validation helps your team confirm that line totals add up to the shipment before you submit.

  • Freight is a large share of value

When transport costs are substantial, the customs value depends on how freight and other charges appear on the invoice and in the contract of sale. Your reviewer sees every cost line in the draft, so the value is built on evidence, not a guess.

  • Multiple suppliers, one delivery

A merchant consolidating supply from different mills or factories may have different origins and supplier evidence within one shipment. Each goods line carries its own origin in CDUK, and saved parties make repeat suppliers quick to add. Your reviewer can see which supplier evidence supports which line.

  • Road crossings add their own filings

A road load needs the applicable safety and security filing and crossing references before dispatch. On one CDUK account you file the goods declaration, the ENS and the GMR together, with no port badge needed for GVMS movements or export declarations. Everything sits under one audit trail.

Reconcile the quantities

Four ways a load gets counted.

Choose a unit to see what to check before a goods line goes into a declaration. Each tab shows a different way the same load can be counted and where CDUK helps your team reconcile the documents.

Counted by the piece

  • Quantity
  • Packages
  • Goods items

Piece counts usually come from the invoice and the order. They are easy to compare with the packing information, but only if both documents count the same thing. CDUK shows both side by side, so your team spots a mismatch before submission.

  • Is the invoice counting individual items, packs or pallets?
  • Does the packing list break the pieces down by product, so lines can stay separate?

Keep each product on its own line, and use bulk editing for the details they share.

Discuss multi-item entries
Goods-line review

Give each goods line the right treatment.

Before a materials load is submitted, each line should answer these five questions from documents you already hold. CDUK puts those details on one screen, so your reviewer can check a whole mixed load quickly.

DetailWhy it mattersWhere it usually comes from
Material and formHelps establish the appropriate classificationProduct specification, supplier datasheet, invoice description
Net and gross weightSeparates the goods from packaging and transport totalsPacking list, weighbridge ticket, transport document
Quantity and unitsSupports accurate goods-item dataCommercial invoice, packing list, order confirmation
Origin and supplier evidenceSupports the declared origin and any preference claimSupplier declaration, certificate, manufacturer records
Freight and other costsHelps the reviewer establish the customs valueInvoice, freight invoice, terms of delivery (Incoterms)

Use bulk editing for common information across selected lines, then review the lines that differ. Your reviewer makes the origin and value decisions, with CDUK’s checks beside them.

Illustrative example

A mixed load, line by line.

A small weight and quantity review shows what CDUK does for a mixed load. The invoice and packing information are compared before submission, so a line that does not reconcile is caught early. Goods, figures and notes are invented for illustration only.

Weight and quantity review

Spot the line that does not reconcile

AI document processing (IDP) extracts the lines so you can see units and totals side by side, and gives you a reviewable draft to start from. Your operator checks units, totals and missing data, then confirms or corrects each line.

There is no per-document fee for IDP. The reviewed draft becomes your declaration.

  • Each product stays on its own line with its own unit
  • Differences between invoice and packing list are shown as text labels, not colour alone
  • Your operator compares totals with shipment figures before confirming the draft
Border planning

Plan the border process around the load.

The goods declaration is one of several steps in a road shipment. File them all on one CDUK account before the vehicle leaves, with one login, one audit trail and one view of status.

Sequence for a road load
  • Supplier invoiceDescriptions, units and values.
  • Packing informationPackages, weights, dimensions.
  • Transport documentVehicle, route and consignment.
  1. Step 1: Prepare the goods lines

Extract, reconcile and review each material line in a GB CDS declaration filed directly with HMRC. Real-time validation checks the entry as your team builds it.

  2. Step 2: Arrange the safety filing

File the applicable safety and security declaration, such as a GB ENS, in the same account. Because it sits beside the goods declaration, your team sees both filings together and avoids duplicate data entry.

  3. Step 3: Create crossing references

Where the route needs one, create the GMR before dispatch, free of charge when the underlying declaration is filed with CDUK. The reference sits with its declaration, so the driver and your office use the same details.

  4. Step 4: Follow release status

Follow release status and any instructions in real time, with notifications and a full history for your team.

Customs release tracks the declaration; your product-standards checks sit alongside it in your own process.

How to start

From first load to repeatable routine.

  1. Step 1: Choose a representative load

Pick a mixed delivery with multiple units. It shows quickly where your documents disagree and how much time CDUK saves.

  2. Step 2: Prepare from documents

Upload the invoice and packing information, review the extracted lines and fill in what is missing. Our team can guide you through your first load.

  3. Step 3: Review each line

Check material description, units, weights, origin evidence and freight against the table above.

  4. Step 4: Submit and reuse

Submit directly to HMRC, then reuse parties, templates and cloned entries for repeat supplies, updating specifications and values each time. Your audit trail shows exactly what changed.

Frequently Asked Questions

Questions from materials importers.

Can we reuse information for repeat supplies?

Yes. Saved parties, templates and cloned declarations give you a fast starting point for repeat supplies. Update specifications, origin, quantities and values for the current shipment, and submit in a fraction of the time of a fresh entry.

Who decides trade-remedy or carbon obligations?

Your team does, as declarant, applying the product, origin and destination rules to each load. CDUK’s guided wizards and commodity requirements mapping show what each declaration needs, and our UK team can help you set up your routine.

Can we combine all materials into one goods line?

Only where the declaration rules and treatment permit it. A shared delivery does not make different products the same customs item. Keep goods with different descriptions, origins or treatment on separate lines and use bulk editing for the details they share.

Why do weights matter so much on heavy loads?

Net weight, gross weight and the vehicle total are different figures, and heavy goods make mistakes large. CDUK keeps them apart, helps you reconcile line totals with the shipment, and lets you compare packing information with weighbridge or transport-document figures.

How does customs release fit with product standards?

CDUK shows customs release and declaration status in real time. Building-product standards and other market requirements are checks your business carries out in its own process, and they decide whether goods meet product requirements.

How is pricing handled for mixed-material loads?

Pay as you go with no monthly fee and no minimum volume, or choose a subscription with volume discounts. See our pricing page. There is no per-document fee for IDP, and the maximum price per CDS declaration is £25.
